Compliance Testing Services

Dependable Petroleum Service (Dependable) considers one of its highest priorities to be assisting our customers in their efforts to remain in full compliance with state and federal regulations. As you may know, on 1/2/2015 new Underground Storage Tank regulations went into effect. Some of the changes will require additional compliance testing be completed. Listed below are the tests that apply to your facility, what they do and when they are due. We have also included the costs for your reference. 

Leak Detection / ATG System Certification:  This annual certification is done to make sure that the electronic monitoring system for your tanks and piping is working properly. This has been done for many years will continue to be required.

Automatic Line Leak Detector Testing:  This annual certification is done to make sure that the Line Leak Detectors that monitor the pressurized piping are working properly. This has been done for many years will continue to be required.

Product Line Tightness Testing:  Single-wall piping must be tightness tested annually to make sure that the piping is not leaking.  This has been done for many years will continue to be required.

Impressed Current Corrosion Protection System Testing:     This annual certification is done to make sure that the impressed current system is still providing adequate protection to the metal portions of the tank and/or piping. This has been done for many years will continue to be required.

Cathodic Protection System Testing:  This test is required to be done once every three years and is done to make sure that the cathodic protection is still providing adequate protection to the metal portions of the tank and/or piping. This has been done for many years will continue to be required.

Third Party Tank Inspection: This Inspection is required to be done once every three years and is an overall system inspection to confirm all permits, record keeping paperwork and compliance testing has been done in accordance with the regulations. All UST system components are inspected to make sure they are operating and in good condition. This has been done for many years will continue to be required.

Compliance Certification:  The new regulations will require everyone to submit a Compliance Certification to the DEP. It will be required once every three years and will be due 18 months from your last Third Party Inspection. It is done by the owner or operator. We can assist you if you need help. 

Stage II/I Vapor Recovery:  Anyone with a Stage II Vapor Recovery system must decommission it by 1/2/2017. Decommissioning involves the replacement of all hanging hardware (hoses & nozzles), capping the vapor piping under the dispensers, disconnecting vapor motors in the dispensers and installing new vent caps. There is new testing required to be done at the time of decommissioning. This testing will continue as Stage I testing from now on.  Any components that do not pass the tests, must be replaced. We have found that some drop tubes will not pass the new “Cap Off” test.  We recommend that decommissioning is done at the time of your annual Stage II test. This way you can save the cost of an additional test. If you chose not to decommission this year, we recommend that you plan for next year.

Overfill Prevention Equipment Test:  All tanks are equipped with an overfill protection device. Starting this year, the overfill device will have to be tested. This test will be required to be done annually. The test is done by removing the device, inspecting it, testing it and reinstalling it. Because these devices have never been tested before, we have found that some caps or fill adaptors that need to be removed to perform the test, will not come off. In that instance they must be cut off and replaced. We anticipate that this will be a onetime event.

Spill Bucket (Containment Manhole) Testing:  All tanks are equipped with a spill bucket. All spill buckets must be tested by 1/2/2017 and every five years thereafter. This test is done by filling the spill bucket with testing fluid for a portion of time and monitoring the level. We recommend that you plan on having your spill buckets tested next year because we believe that the disposal methods for the testing fluid will be modified to help reduce the cost.

Containment Sump Testing:  Many UST facilities have tank and/or dispenser sumps.  All sumps must be tested by 1/2/2017. The good news is that this test is only required to be done once. The test is done by filling the sump with testing fluid for a portion of time and monitoring the level. We recommend that you plan on having your sumps tested next year because we believe that the disposal methods for the testing fluid will be modified to help reduce the cost. Many sumps may not be easily tested due to all of the piping and electrical penetrations. Our testing technician will inspect your sumps this year so we can figure out what if anything will have to be done to test them.

Underground Storage Tank (UST) System Owner/Operator:

By August 8, 2012, you are required to designate at least one MassDEP- certified Class A, B and C Operator for each underground storage tank (UST) system you own/operate.

Dependable Petroleum Service is aware of the impact of the expense of testing and inspections on fueling facilities.  In an effort to help lessen the impact we have instituted what we call out Testing Bundle Discount.  If any location, has three or more of the required tests completed at one site on one day we will discount each test 10%.
